The Associated Press made public records requests for such documents, but state officials say they don't have them on the trusties and some others who Barbour pardoned.
Attorney General Jim Hood, who has filed a legal challenge to some of the pardons, says about 20 files are missing.
Barbour's lawyers say in court records that files containing the reasoning for granting reprieves don't exist for the trusties and they have "in a sense 'living files'" through observations of Barbour and his staff.
Barbour's spokeswoman said Wednesday that Hood's office or the Parole Board should have all existing files.

I have no idea of the specifics of those involved here but would hate to see the program hurt because of this incident. For all I know, these folks may have been worthy or may not be.
No doubt there is more to this story. I suspect Hood did not get one of his desired pardons etc through so he made an issue of what has gone on for years. It appears Barb exercised his ability more than other Govs have but I'll let the stats folks ponder that.
Horse. Feathers.
I would sure like to see the file on the man who was SITTING IN JAIL awaiting trial on NEW charges when the pardon erased the old charges, therefore deleting the probation he allegedly violated when he drove drunk and killed a young woman, landing him in jail to start with.
The effect of that particular pardon was that he walks out of jail.
I wonder how His Highness explains the redemptive process in that case? Hard for me to see much of a change, his still being in JAIL and all. On NEW charges.
Disgusting.
